Board of Directors 

Olivia Siglin, C.O.R.E. Board of Director – President
Olivia Siglin works as a Deputy State’s Attorney and Law Enforcement Liaison in the Pennington County State’s Attorney’s Office. Olivia joined the State’s Attorney’s Office in 2020 and has spent the entirety of her time there in the Criminal Division, prosecuting everything from DUIs to homicides over the past five years. In April 2025, she was recognized as Prosecutor of the Year by the South Dakota Narcotics Officers Association. Olivia became involved with Freshman Impact® while serving as her office’s DUI Court prosecutor, which led to volunteering in the mock trial portion of multiple Freshman Impact® programs in the Rapid City area. Through her work, she has seen firsthand how a single poor choice can result in devastating consequences and is invested in preventing future tragedies. Olivia has a B.S. in Agricultural Leadership from South Dakota State University and a J.D. from the University of South Dakota School of Law earned in 2019.

Jackie McPherson, C.O.R.E Board of Director – Vice President
Jackie brings many years experience in the legal and education fields. She is currently employed by the Douglas School District as the Administrative Assistant. She has worked many years with kids as a 4-H Advisor and Youth to Youth Advisor. Jackie is a board member for C.O.R.E. and has the challenging work of book keeping for C.O.R.E. as well. She is inspired by observing the students faces and hearing their remarks as they go through C.O.R.E.’ s programs. Jackie has seen kids lives saved and changed because of this program and what it brings to the communities it serves. She whole heartedly believes in the program. If she has spare time she enjoys her 12 grand children and gardening.

Jennifer Murray, C.O.R.E. Board of Director – Treasurer

Jennifer serves as the Director of the Emergency Department at Monument Health Rapid City Hospital. She has been a registered nurse in the department since 2001 and has held a leadership role since 2013. Jennifer received her Associate of Arts degree in Nursing from Dakota Wesleyan University in 1995, her Bachelor of Science in Nursing from South Dakota State University in 2000, and her MBA in Healthcare Management in 2020. Her extensive experience in the Emergency Department, combined with her role as a mother of two daughters, has fueled her passion for the program—particularly its focus on education and prevention. Having witnessed firsthand the devastating consequences that can result from a single poor decision, she is deeply committed to initiatives that promote informed choices for our students.

Jake Whiting, C.O.R.E. Board of Director – Secretary

Jake is part of the IT Department at Crazy Horse Memorial, where he has worked for over 20 years.  He has been involved with the event the entire time it has been at Crazy Horse.  He is an enrolled member of the Rosebud Sioux Tribe, where he grew up before moving to Custer.  He is the coach for the Custer School District’s Knowledge Bowl teams.  A believer in lifetime learning, Jake went to college off and on for close to 20 years, gathering credits from all of the state-run universities before graduating from BHSU.

Tanya Grassel-Krietlow, C.O.R.E. Board Member

Tanya, an enrolled member of the Lower Brule Sioux Tribe, grew upon the Lower Brule Indian Reservation in South Dakota. Tanya became a mentor for students transitioning from the St. Joseph’s Indian School to the Chamberlain High School in the 80’s beginning her commitment to advocating for Native Americans. Tanya has been privileged to work with Native Americans and their families for over 30 years. She has experience working with juveniles and adults in counseling, human services, education, law enforcement, health care, and grants management.  Tanya’s first job was at an off-reservation boarding school for Native American students grades 6-8. She later joined United States Probation Pre-Trial Services and worked on 7 of the 9 reservations in South Dakota.  She also worked for Urban Indian Health, Lower Brule Community College, and a tribal non-profit in Lower Brule. Tanya currently works for the South Dakota Network Against Family Violence and Sexual Assault as the Cultural Programs Manager and works primarily with tribal partners and partners serving high populations of Native Americans across South Dakota.

Mark Naugle, C.O.R.E. Board Member Education Advisory

Mark has had a rewarding career in education since 1988, starting as a teacher and coach, then as an Athletic Director, then as the Superintendent of Hill City School District, and currently, as Superintendent of the Custer School District. Mark serves on the Executive Board of the South Dakota School Superintendents Association, the American Association of School Administrators National Governing Board, the FLISA Impact Aid Organization National Executive Board, the South Dakota High School Activities Association Budget Committee, and the Calendar Committee. In 2024, Mark was awarded the 2024 Outstanding Superintendent of the Year award from the SDSSA. Mark has been/is a Board Member for the Custer Chamber of Commerce, the Southern Hills United Way, Freshman Impact®, Custer County Historical Society & 1881 Museum, Custer Economic Development Corporation, and the Hill City Economic Development. 

Josh Van Vlack, C.O.R.E.  Board Member

Josh Van Vlack joins the South Dakota Freshman Impact Board of Directors with over 25 years of experience in public safety, management, and executive leadership. Josh has dedicated his career to finding creative, adaptive solutions and building consensus around a shared vision for the future.

Josh returned to Rapid City in 2025, and now owns Black Hills Tent and Awning. He continues his deep commitment to the public safety and emergency response as a firefighter/AEMT with Rapid Valley VFD. His background includes previously serving as a Division Chief for Laramie County Fire Authority, as well as Assistant State Forester for the Wyoming State Forestry Division and holding leadership roles on various public safety and emergency medical services boards. He earned a Master of Science in Strategic Leadership from Black Hills State University and an Executive Certificate in the Senior Executives in State and Local Government program from the Harvard Kennedy School.

Josh brings a wealth of knowledge in organizational strategy and crisis management to the board and is honored to support Freshman Impact’s mission of empowering young people to make positive, life-saving choices.
